In his capacity as the Program manager for RadResponder at the CBRN Office at FEMA/HQ, Mr. Blais systematically and strategically manages this radiological service increasing state, local, tribal and territorial capabilities to respond to a radiological incident. This inter-agency effort helps state, local, tribal and territories to prepare for unforeseen events and the challenges that follow, Mr. Blais oversees the advancement of the system, implementation of upgrades and service improvements. He is also responsible for ensuring the highest level of customer service.
In his role as RadResponder Program Manager, Mr. Blais has successfully nurtured a professional and transparent partnership between the Department of Energy (DOE) and the Environmental Protection Agency (EPA) that exemplifies their overall customer first approach. (http://www.radresponder.net), is the National Standard for Radiation Data Collection, and addresses the need to coordinate data collection in real time.
Prior to joining FEMA in 2014, Mr. Blais worked for Eagle Instrument as an EPA contractor assisting and supporting emergency response efforts. A graduate of the Massachusetts Maritime Academy with a Masters degree in Emergency Management, he served and continues to serve as a Senior Non-commissioned officer in the Air National Guard as a CBRN responder and planner. Mr. Blais has a combined total of 10-years of Chemical, Biological, Radiological and Nuclear response and planning experience as well as an accomplished CBRN survival instructor.
